is the heads-up, marked given on this device (Today::due): two at most a
block, each once, only near its time; none while an event goes on, none
for a block quiet or taken out that day; as the matrix of what reaches you
lets them come (as usual, nothing while you sleep, in a pause or in Free
time). The window’s minute on a computer and a phone’s alarm at the
night’s start both ask here (needs_tick, decide_night).
