Function rebuild_dose_reminders

pub(crate) fn rebuild_dose_reminders<T>(
    then: impl FnOnce() -> T,
) -> Result<T, String>

The same for what each device did to remind each dose (sioul_core::dose_reminders): one lost or broken here is read again from every device’s, nothing of it taken out elsewhere.
