fn recent_now(reader: &Reader, changed: bool) -> bool

Whether the newest texts are read now while a history waits for the charger (import_now): at a first import, at the first step of a reader of an older version (its log tells which rows it holds), then each time the phone’s texts changed, on the battery too; only the rows that came and the history’s newest (import_step), so that a text that comes during a long import reaches your computers within a minute or two.
