`asked`, `delay` ms on at `now`, joined to the one `waiting` (null: none). A folder's step comes `delay` after the last file written (each moves it on), never in place of a message's, which then comes at that time instead: a folder's may find nothing new and be left out, a message's line must go. A message's joins the one waiting, at its time (the lines that follow go with it), shares the line then; none waiting, it comes `delay` on.
